Minutes of the Council Meeting held
21st March 2024

During the public session the matter of the hedge on the Village Green was brought up, it was noted the green was too wet for the hedge cutter at present, and it was requested that it be cut mid October – resident volunteered to put the clipping on the bonfire for November 5th.
Parking on the village green was again raised, it was concerning at the amount of damage being caused to the edges, and since the yellow lines had been installed parents were parking down Old School Lane again, potentially causing an issue for access by emergency vehicles.
40mph speed limit on Mawthorpe Road, it was noted drivers were not adhering to this.
Concerns were also raised at the use of the bridleway by motor cyclists, who were also riding along Bonthorpe Road/Church Lane.
115 APOLOGIES
Apologies and valid reasons for absence were received from Cllrs Jenkinson and Fairfield and these were accepted.
Cllr Davie (LCC) had sent his apologies.
116 DECLARATIONS OF INTEREST
There were none at this time.
117 MINUTES OF THE MEETING HELD 15th FEBRUARY 2024
It was resolved that the Chairman sign the minutes as a correct record.
118 UPDATE FROM THOSE MINUTES
The Clerk confirmed ELDC Home Energy Team would be attending the Annual Parish Meeting.
119 UPDATES FROM LCC/ELDC
Cllr Eyre had nothing to update from ELDC, other than ELDC had submitted objection to the pylon proposal.
120 FLOODING ISSUES
The Clerk reported that Anglian Water had telephoned her regarding concerns of sewage flooding on Bonthorpe Road. Anglian Water advised that theirs was a foul water system only, but could be compromised by any excess water if LCC drainage system was malfunctioning. They advised that any sign of sewage flooding should be reported to them immediately so that they had a record of problems.
LCC had reported that they were awaiting a detailed report from previous works in the area, once studied they will update on what further work could be done.
121 VILLAGE MATTERS:
a) Playground/equipment
Cllr Cook advised that the trim trail was now installed, hoping to have an official opening day in April when the weather improved, and invite Mrs Vines. He also requested the Parish Council purchase an angle grinder for works to the equipment, Cllr Hales offered to loan his. There was still a couple of seats and swings to finish and Cllr Cook would then let the Clerk know when work was completed in order for a professional play equipment inspection to take place.
Clerk advised that the total grant funding for the net cost of the Trim Trail had been received.
b) Village Green
Cllr Eyre was to erect the “No Parking” signs 1m approx. in from the edge of the green to try and stop the parking problem there. To liaise with Cllr Havell regarding posts etc.
c) Allotments
The access road had been churned up by the installers of the Trim Trail, which was making access to allotments and playing field difficult for the grass cutters. To assess the situation when the weather improved. Cllr Cook suggested a “Working Day” to help tidy the allotments and playing field and suggested 20th April.
122 FINANCE
a) Accounts for payment:
It was resolved that the following accounts be paid:
Clerks salary & PAYE (March) £159.64
Clerks expenses 1st April – 31st March £178.24
Reimburse Clerk No Parking Signs £116.56
Alford Group Parishes (Printing No Pylons fliers) £ 25.00
Online Playgrounds (seats/zipwire) £645.88
Premier Play – final invoice Trim Trail £5100.00
P. Talbot-Jones – play equipment sundries £ 16.00
Clerk advised total trim trail cost of £8500 (net) £1700 (VAT). Council to reclaim VAT.
123 CORRESPONDENCE
DD celebrations – agreed to ask Church to ring bells
Village Fete commitee – request to use the Green for g Fete 13th July – this was agreed.
Cllr Cook advised school would be contacting with request to use the green for sports day.
E mail received concerning use of bridleway by motorcyclists, causing excessive damage and a danger to legitimate users – walkers and horse riders. It was agreed that the Clerk contact relevant bodies to see what could be done.
124 QUICKLINE POLES
These were noted and agreed.
125 OUTER DOWSING UPDATE
The previously circulated update from Cllr Fairfield was noted.
126 PYLONS UPDATE
It was confirmed that LCC had objected and were considering legal action on the costing methods undertaken. ELDC had also objected, and MP was raising objections. There had been several public meetings in Alford and several reports on Look North and GB News. The objection from Well Parish Meeting was considered to be an excellent report. It was also agreed to ask representatives from the No Pylons Lincolnshire Group to the Annual Parish Meeting.
127 PLANNING
Decision notice: 208/799/23 – replacement dwelling Holmfield, Sloothby Road – conditionally approved (in accordance with plans; existing dwelling to be demolished prior to occupation of replacement; external materials to be as specified; agricultural occupancy condition imposed.)
128 ANY OTHER MATTERS
Clerk reported damage to verges on Bonthorpe Road.
Cllr Cook wondered if next time school did cycling lessons more signage be used.

This was confirmed as 18th April 2024.
