Minutes of the Council Meeting held

15th June 2023

 

Present: Cllrs Eyre; Havell; Jenkinson; Hedges; White; Cook; Fairfield. Mulhearn (at minute 19)

Mrs J. Cooper (Parish Clerk)

During the public session it was noted that the 30mph speed signs going into Sloothby were faded and illegible – Clerk to report. 

Thanks were given to those who had provided refreshments for the Annual Public Meeting.

 

17        APOLOGIES

            There were none

18        DECLARATIONS OF INTEREST

            There were none

19        CO-OPTION

            One application had been received and it was proposed (Cllr Fairfield), seconded (Cllr Hedges) and  resolved that Mrs Mulhearn be co-opted onto the Council.  She joined the meeting and signed her Declaration of Acceptance of Office which was counter signed by the Clerk as Proper Officer.

20        MINUTES OF THE MEETING HELD 18th MAY 2023

            It was resolved that the Chairman sign these as a correct record of that meeting.

21        UPDATE

            Speed Camera – Lincolnshire Road Safety Partnership had agreed to arrange for an Archer Survey to be undertaken to assess the speed of traffic on Mawthorpe Road.

22        ISSUES RAISED AT PUBLIC MEETING

            There were no issues raised which needed attention.

23        UPDATES LCC/ELDC

            There was no LCC representative, however Cllr Eyre (ELDC) did mention Cllr Davies concerns relating to prospect of pylons.

            Cllr Eyre (ELDC) advised that the new Council was in place, one planning meeting had been held and all councillors were undertaking various training sessions.

24        ALLOTMENTS/VILLAGE GREEN/PLAYING FIELDS

            Allotments – e mail from adjoining neighbour concerned at hedge overhanging his property – it was agreed that two councillors would meet at an agreed time.

            Village Green – trees had been trimmed back as requested by Fete Committee.  One lime tree to be dedicated to ex Cllr Mary Pridgeon, members to pick best one.

            Play Ground – final finishing to equipment to be arranged shortly.

25        OAK TREE

            Clerk had obtained quote from local garden centre and it was agreed members to look for best location, to be finalised at September meeting ready for autumn planting.

26        ACCOUNTS FOR PAYMENT

            It was resolved that the following payment be made:

            Clerks salary & PAYE (June)                         £159.64

            Reimburse for phone box glass                       £  23.28

 

 

27        CORRESPONDENCE

            Outer Dowsing public sessions - ~clerk advised that there were public sessions relating to the Outer Dowsing wind farm and on shore infrastructure to be held the following week.  Proposals included a large on-shore sub station in the Alford area and cabling.

            Police – e mail offering 6 monthly meetings via Teams with Councils, Cllr Cook to look into this.

28        PLANNING

            There were no applications or decisions.

29        ANY OTHER MATTERS

            It was reported that Welton le Marsh had suffered from two burglaries recently.

            The speed indicator device battery seemed to be failing – Clerk to look at purchasing replacement

            Clerk reminded members to send in their expenses returns for elections.

30        DATE AND TIME NEXT MEETING

            This was agreed as 20th July 2023 at 8pm
