Minutes of the Council Meeting held

19th October 2023

During the public session the developer of the Old Blacksmiths updated the Council on the position regarding the land in front of his property.  This was unregistered land and he will be looking to claim it in due course.  He has tarmacked the footpath and will donate this to the relevant Council.  He stated he took advice from both ELDC and LCC regarding the land. 

 

Concerns were also raised regarding the state of the empty plots on the allotments, and it was agreed these will be looked at and cleared when weather conditions allow.

 

56           APOLOGIES

                Apologies and valid reasons for absence were received from Cllrs Eyre, White, Jenkinson and Hedges and these were accepted.

57           DECLARATIONS OF INTEREST

                There were none

58           MINUTES OF THE MEETING HELD 21ST SEPTEMBER 2023

                It was resolved that the Chairman sign the minutes as a correct record of that meeting.

59           UPDATES

                Minute 48 – clerk had delivered the speed device to Withern for repairs.

                Minute 51 – Thanks to cllr Fairfield for collecting the tree and she will be planting it when weather permits.

60           UPDATES FROM ELDC/LCC

                There were no representatives

61           PLAYING FIELD/VILLAGE GREEN AND ALLOTMENTS

                a)  Playing Fields

                Clerk confirmed she had posted information regarding the Monkey Challenge on a Willoughby Facebook page, and would be sending the number of “hits” to the Monkey Challenge provider for the grant application in due course

                The report, provided by Mr Talbot Jones as a member of the Playing Fields working Party, had been circulated with the agenda, however the Clerk handed out further hard copies and members agreed to study this and report back with recommendations to the next Parish Council meeting.

                b)  Village Green – It was agreed that the terms of gift needed checking to see if parking was permissible on the green should the Council wish to look at pulling in places.  Members suggested some form of post and chain link fence around the perimeter to prevent parking and a clear “No Parking” notice was suggested.  Further suggestions to be brought to the next meeting.

                c)  Allotments general – concerns had been raised at the state of the track to the allotments, and it was suggested a price be obtained for laying chalk.

62           NOTICE OF ADVERSE POSSESSION – ALLOTMENT HEDGE

                The Clerk confirmed having asked for a further extension.  After discussion it was agreed that as the Council had maintained that hedge for some years the Clerk instruct the Solicitors to object to the Notice.

63           FINANCIAL

                a)  Accounts for payment

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE (October)                                                  £159.44

                Reimburse Cllr Fairfield for tree purchase                              £  20.00

                b)  Income/Expenditure to 30th September 23

                This was noted.

64           CORRESPONDENCE

  • Clerk had circulated email to see if any members wished to meet with MP
  • Cllr Cook will accept the invitation to the Crime Commissioners Teams event

65           OUTER DOWSING

                Confirmation was given that the Outer Dowsing Substation would not be built north of Alford, however the cable route will follow the western side of the A52 and might have a slight impact on Sloothby as it is proposed to go between Sloothby and Hogsthorpe.

                The Clerk pointed out that National Grid were also looking to install high voltage power lines and pylons across Lincolnshire from Grimsby to Kings Lynn area.  Exact details were unknown at this stage.

66           PLANNING

                There were no applications or decisions.

67           ANY OTHER MATTERS

                Cllr Havell brought up a problem for a resident in Sloothby, the footpath to the rear of his property had been cleared and left wide enough to take a vehicle, leaving the property vulnerable.  He asked if the Council would permit him to place a bollard in the area,.  Clerk advised he needed to be directed to LCC Footpaths Officer.
