WILLOUGHBY & DISTRICT PARISH COUNCIL

Minutes of the Annual Council Meeting held

18th May 2023

 

Present: Cllrs Eyre; Havell; Jenkinson; Hedges; White; Cook; Fairfield

Mrs J. Cooper (Parish Clerk)

4 members of the public.

 

During the public session it was reported that there had been a community litter pick in Sloothby and the bags were awaiting collection.  Thanks to the organisers.

Allotment tenant reported he was applying for a shed on his allotment.

 

1.         ELECTION OF CHAIRMAN

            It was proposed (Cllr Hedges), seconded (Cllr Cook) that cllr Eyre remained in the Chair for the forthcoming civic year.  There were no other nominations and he agreed.  It was therefore resolved that Cllr Eyre be elected Chairman for the forthcoming civic year.

2.         DECLARATION OF ACCEPTANCE

            The Chairman signed his Declaration of Acceptance, which was counter signed by the Clerk as Proper Officer.  All Councillors present had signed their Declarations prior to the commencement of the meeting and all were counter signed.

3.         ELECTION OF VICE CHAIRMAN

            It was proposed (Cllr Cook), seconded (Cllr Fairfield) that Cllr Hales remained as Vice Chairman for the year.  There were no other nominations and it was therefore resolved that Cllr Hales be elected Vice Chairman in his absence.

4.         VACANCIES

            It was confirmed there was one vacancy for Willoughby, member of the public would submit her application ready for the next meeting.

5.         APOLOGIES

            Apologies were received from Cllr Hales and these were accepted.

6.         DECLARATIONS OF INTEREST

            There were none

7.         MINUTES OF THE MEETING HELD 20th APRIL 2023

            It was resolved that the Chairman sign the minutes of the meeting held 20th April 2023 as a correct record.

8.         UPDATE

            Glass had been ordered for the telephone box, but it was the wrong size.  Clerk to try and return when ordering larger sized panes.

9.         ELDC/LCC UPDATES

            There was no LCC representative.

            Cllr Eyre (ELDC) had been re-elected as District Councillor for the area.  He congratulated Cllr Jenkinson on her efforts standing as district councillor for Chapel area.  ELDC members were currently being trained and allocated roles.  He had attended an Orby Parish Council meeting where concerns had been raised regarding potential application for pylons across the district.

 

 

10        FINANCE

            It was resolved that the following accounts be paid:

            Clerks salary & PAYE (May)                                     £159.64

            Zurich Insurance                                                         £384.85

            Reimburse Clerk phone box glass                              £  16.08

            Online Playgrounds (bolts & accessories)                  £  24.76

            R. Aldrich (April/May)                                               £877.14

11.       ALLOTMENTS/PLAYING FIELDS/VILLAGE GREEN

            Playing Fields – 4 new swings now working and being used.  Starting work on the climbing frame and typhoon shortly.  It was agreed to purchase a coded padlock for the gate.

            Allotment Issues – Clerk to ask contractor to look at ivy on adjacent fencing.

            It was resolved to permit Mr Euesden to erect a shed 10’ x 6’ on his half plot as long as it does not interfere with neighbours.  Applicant confirmed he had spoken to neighbouring plot holder who had no objections.  Shed to be one he already had in his garden to be moved over onto his plot.

            Village Green – contractor aware of need to ensure green cut well for the Fete 1st July and to cut back low branches from the trees.

12.       POLICIES

            It was resolved that the following policies be agreed with no amendments:

            Standing Orders

            Risk Assessment

            Financial Regulations

            Asset Register (includes Play equipment)

            Data Protection Policy

            Code of Conduct

            Allotment policy

            Planning policy (applications between meetings)

13.       CORRESPONDENCE

            ELDC asking if there were any suitable land for community orchard, it was felt there was none in the parish.

14        PLANNING

            798/23 – Roma Cottage – change use to two dwellings – Support

            799/23 – Holmefield – replacement dwelling – Support providing adequate screening due to increase in height and request for construction traffic to park off the road.

15        ANY OTHER MATTERS

            It was noted some tarmac had been laid on Hogsthorpe Road Sloothby.

            Cllr Eyre presented Coronation medals to children at St Helena’s school.

            Lincs Road Safety partnership speed van to be reminded about request to visit.

            To add Hasthorpe Road condition and Dawber Lane crossroads to Cllr Davie’s walkabout.

16        NEXT MEETING

            To be held 15th June 2023 at 8pm.  Annual Parish Meeting 8th June at 7.30pm
