Minutes of the Council Meeting held

16th November 2023

 

Present: Cllrs Eyre(Chairman); Cook;. Havell; Jenkinson;  Hale; White & Mulhearn

Mrs J. Cooper (Parish Clerk)

During the public session concern was raised as some of the drainage ditches and dykes being blocked by rubbish and potentially one was reported to have been filled in on Mill Lane.  Cllr Eyre agreed to raise this with the Drainage Board.  Concerns at road gullies blocked, particularly on Church Lane.  The road in Claxby was being compromised by the extra rain recently and the natural spring in that area.  Drain gully outside the school was also blocked.  Clerk to report blocked gullies.

 

Prior to the meeting Cllr Eyre thanked Cllr Hale for taking the October meeting.

 

69           APOLOGIES

                Apologies and valid reasons for absence were received from Cllrs Fairfield and Hedges and these were accepted.

70           DECLARATIONS OF INTEREST

                There were none at this stage.

71           MINUTES OF THE MEETING HELD 19TH OCTOBER 2023

                It was resolved that the Chairman sign these as a correct record.

72           UPDATES FROM THAT MEETING

                There were none.

73           REPORTS ELDC/LCC        

                Cllr Eyre (ELDC) had nothing to report.

                Cllr Davie (LCC) had spoken with Cllr Eyre to say LCC were preparing to begin to fight the proposed pylons in January.

74           VILLAGE MATTERS

                a)  Playing Fields

                It was agreed to write to owners of properties bordering the playing field where their hedges were encroaching on playing field land.

                Cllr White confirmed the cherry tree in that area was planted to mark the opening of the playing field originally.

                The report circulated was noted and no further comments raised.  Cllr Cook confirmed that 2 flat swings were to be replaced with cradle swings.

                b)  Village Green

                Still concerns at parking on the green, it was agreed to wait and see what effect the double yellow lines had once they were in situ.

                c)  Allotments

                There were no general allotment matters.

It was then agreed to move the agenda item Adverse Possession into Closed Session at the end of the meeting.

 

 

75           FINANCE

                a) Accounts for payment

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE (November)                                                             £159.64

                Kennett electrical (Speed device repairs)                                               £240.00

                (Note 50% of net speed device repairs to be claimed from Welton le Marsh)

                b)  Draft budget 24/25

                Cllr Cook raised concerns at the number of cuts for the playing field and felt it was not being cut sufficiently at present.  To consider increasing the budget for grass cutting and requesting regular (eg) twice monthly cuts.  He also wished to raise the budget for the playing fields by £200.  Members to consider the budget and agree at the January meeting.

76           CORRESPONDENCE

                Outer Dowsing – reconsultation on amended location for sub station.

77           PLANNING

                TPO work – The Conquers, Church Lane – No objection

                1931/23 – Pinewood Cottage, Slootby – Car Port – No objection

                Decisions:

                302/23 – Willoughby Grange – Pond and tree houses.  Conditionally approved (to be in accordance with plans; archaeological survey to be undertaken, schedule of materials to be approved; landscaping scheme to be approved; for holiday purposes only; plan to protect trees to be approved; to be in accordance with tree report.

                1846/22 – Reserved Matters Hanby Lane – 14 dwellings.  Conditionally approved (to be in accordance with plans; external materials to be approved; landscaping and tree planting to be approved).

78           ANY OTHER MATTERS/NEXT AGENDA ITEMS

                Concern was raised at the amount of rubbish accumulating in a local garden, Clerk to write to letting agent concerned.

                Cllr Cook will attempt to log on to Teams for a Crime Commissioners Event on 5th December.

There being no further business after item 81 the meeting closed at 9:30pm
