MINUTES OF THE MEETING HELD

18TH April 2024

During the public session the problems with sewage seeping through manholes into gardens on Bonthorpe Road/Church Lane was again raised, apparently Anglian Water did a survey some time ago and found issue with the pipes, and there is concern at the capacity of the system to cope with the sewage from the village, particularly if more properties built. 

The matter of drainage problems around the school  and school corner was also raised, with member of the public having contacted LCC on the matter.

Question on whether a tree was subject to a Tree Preservation Order was also raised, Clerk agreed to check for the next meeting.

 

130       APOLOGIES

                Apologies and valid reasons for absence were received from Cllrs Hedges, Jenkinson and Havel and these were accepted.

                Members understood Cllr Hedges had recently been unwell, and wished her a speedy recovery.

131       DECLARATIONS OF INTEREST

                Cllr Eyre declared a personal interest as ELDC councillor on planning applications.

132       MINUTES OF THE MEETING HELD 21st MARCH 2024

                It was resolved that these be signed by the Chairman as a correct record.

133       UPDATES

                Minute 23 – Misuse of Bridleway.  The Clerk read out response from Lincolnshire County Council – Footpaths Officer, who had been to look.  He advised that any further misuse by motorbikes be reported in the first instance to the police due to this illegal activity, with times and where possible vehicle registration numbers. 

134       UPDATES ELDC/LCC

                There was no LCC representative

                Cllr Eyre (ELDC) had no District Council updates.

135       UPDATE ON FLOODING MATTERS

                Following on from the public session it was agreed the Parish Council write to Anglian Water and ask for a comprehensive survey of the system to be undertaken, to include confirmation of future capacity.

                The Clerk confirmed receipt of email from LCC advising that a work order was being made for a full investigation, repair and cleanse of the highways drainage system in Church Lane/Bonthorpe Road.

                The issue with the system on Station Road was being monitored.

                Cllr Hale confirmed that drains had been jetted at Claxby and the spring had stopped at present.

136       VILLAGE MATTERS

                a)  Playing Fields

                Cllr Cook advised that they were ready to complete the works to the swings and typhon and there was a Working Party set up to do some work in the playing fields over the forthcoming weekend.

                b)  Village Green

                It was noted the “No parking” signs had been installed, and it was felt these seemed to have an effect at the moment on parking on the edge of the Green.

                Sign erected to advertise Village Fete.

                c)  Allotments

                Clerk confirmed rent invoices to be sent.

                Nothing further to report.

137       FINANCE

                a)  Accounts for Payment:

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE (April)                                                  £172.64

                Grass cutting                                                                                  £438.57

                b)  End of Year expenditure against budget

                This was noted.

                c)  AGAR forms

                i)  It was resolved that the Chairman sign the Governance Statement

                ii)  It was resolved that the Chairman sign the Annual Accounts Statement

                Note – internal auditors report to follow.

                Clerk advised that due to income exceeding £25,000 the accounts were subject to a limited assurance review by the external auditors.

138       CORRESPONDENCE

                There was none

139       ANNUAL PARISH MEETING CONFIRMATION

                This was again confirmed at 7:30pm on Thursday 25th April, with presentations by ELDC Home Energy and No Pylons Lincolnshire.

140       PLANNING    

                Mill House Farm – Erection of Stable Block.  Members resolved to object to this application on the grounds of concerns regarding potential pollution, drainage issues, siting and disposal of associated muck heap and concern at distance and remoteness of the stable block in terms of security and welfare.

                Hogsbeck House – Extension.  Members resolved to support this application.

                Decision – 191/24 – Former Radar Station change use to holiday let – Variation of conditions.  Conditionally approved (to be in accordance with plans; archaeological scheme to be approved; details of ventilation to be approved; external materials to be as on decision; bin storage area to be provided; landscaping to be approved; holiday use only; any contamination found on site to be reported; removal of Permitted Development; no fences to be erected)

141       ANY OTHER MATTERS

                Concerns were raised at the removal of some 30m of hedge at the site of the ex Radar Station, it is understood this has been done at the wrong time of year. 

                Concern also at removal of some 20m stretch on Hasthorpe Road, Sloothby.

Clerk to report both to ELDC.

Cllr Fairfield gave a brief update on recent e mail from Outer Dowsing – development order accepted.

Concerns at the lack of memorial plaques for two trees on the green – one for the Coronation and one in memory of Ex Cllr Mary Pridgeon.  It was agreed Clerk to obtain quote for Coronation plaque, and family to be contacted for wording for plaque for M. Pridgeon.
