Minutes of the Council Meeting held

20th July 2023

 

Present: Cllrs Eyre; Havell; Jenkinson; White; Cook;. Mulhearn & Hale

During the public session it was reported that a request had been received by ex councillor Talbot Jones to site a bench on Station Road – to be on next agenda.

The matter of parking on the village green was also raised along with some issues on overgrown pathway to the playing fields and the length of grass on the playing field itself.

31        APOLOGIES

Apologies and valid reasons for absence were received from Cllrs Havell and Hedges and these were accepted. (Note Cllr Fairfield had sent a text message during the meeting sending her apologies)

32        DECLARATIONS OF INTEREST

            There were none at this stage.

33        MINUTES OF THE MEETING HELD 15TH JUNE 2023

            It was resolved that the Chairman sign these as a correct record of that meeting.

34        UPDATES

Clerk still trying to obtain prices and details for replacement battery for the speed device.

35        ELDC/LCC UPDATE

            There was no representative from LCC

            Cllr Eyre (ELDC) updated members on new toilet facilities being erected in various locations in the district aimed at those with severe disabilities who needed more space.

36        PLAYING FIELDS/ALLOTMENTS/VILLAGE GREEN

            a)         Playing Fields/Play equipment

            Cllr Cook wondered if it would be possible for a volunteer group to keep an eye on the playing fields and equipment and is in discussions with others on this.

            Some damage had been done to the zip wire and a replacement seat was needed.  He also asked if the grass could be cut more frequently during the active growing season.

            Discussion on the Monkey Challenge information sent – members to consider this and discuss further at the next meeting.

            b)         Village Green

            Concerns were again raised at the issue of parking on the green, particularly during school drop off/collection times and the potential damage this could cause during the winter months.

            c)         Allotments

            Clerk advised telephone call from allotment holder who now wished to take on Plot 6, this was agreed.  Clerk believed this now only left Plot 7 vacant.

            Discussion on the boundary between the allotment entrance and adjacent property.  It was agreed to ask the contractor to visit the adjacent property owner and see what it would entail to cut back the any saplings growing as a result of the allotment boundary hedge.  To be discussed and any work agreed at the next meeting.

 

37        FINANCE

            a)         It was resolved that the following accounts be paid:

            Clerks salary & PAYE (July)                                     £159.64

            ELDC election                                                            £  97.00

            R. Aldrich (grounds & extra work to village

Green and trees)                                                          £1237.14

Wine & Glass Company (public meeting)                  £  24.87

 

b)         Income / expenditure to 30th June

This was noted and agreed

38        CORRESPONDENCE

            LCC Litter picking equipment – it was agreed to apply for a pack if any still available.

            Waiting restrictions outside school – after discussion it was agreed not to submit any comments. (Cllr Eyre declared interest as school governor)

39        PLANNING

            a)         Application for works to tree Harryan Station Road – support

            b)         Outer Dowsing consultation – discussion on the cable route which does not appear to affect Willoughby though some working area could border Sloothby.  Concerns at any future pylons in the area should these be proposed as part of the project.

There were no other applications or decisions to note.

40        ANY OTHER MATTERS

            It was noted that there was some laurel growth encroaching into the playing fields, to be monitored.

            30mph speed limit sign on Station Road was obscured by hedge/tree growth – Clerk to report.

41        NEXT MEETING

            This is scheduled for Thursday 21st September 2023 @ 8pm
