Minutes of the Council Meeting held

18th January 2024

 

Present: Cllrs Eyre(Chairman); Cook; Jenkinson;  Hale; Hedges & Mulhearn

Mrs J. Cooper (Parish Clerk)

5 members of the public.

 

During the public session severe concerns were raised regarding the drainage system in Bonthorpe Road/Church Lane area.  Members were told of blocked drains, root damage, gullies not believed to be connected to system and various other issues and problems which resulted in flooding to nearby property gardens and danger of flooding into property.  It was felt that the whole system needed examination and repairs.  Issues with Anglian Water sewage system were also raised.

Reports were made of overgrown hedge at a property in Sloothby, Quickline digging near trees which were subject to TPOs and members were advised of a forthcoming litter pick in Sloothby.

 

82        APOLOGIES

            Apologies and valid reasons for absence were received from Clrls Havell, Fairfield and White and these were accepted.

83        DECLARATIONS OF INTEREST

            There were none.

84        MINUTES OF THE MEETING HELD 16th NOVEMBER 2023

            It was resolved that the Chairman sign the minutes as a correct record of that meeting.

85        UPDATES FROM THAT MEETING

            There were none

86        ELDC/LCC UPDATES

            There were none

87        FLOODING

            Following reports by members of the public during the public session it was resolved that the parish Council write to Lincolnshire County Council to request a site meeting by a Highways Drainage Engineer as soon as possible.  It was also resolved to contact Anglian Water regarding the problems with the sewage system in the area.

            To be kept on the agenda until resolved.

88        POLICE COMMISSIONERS ZOOM PRESENTATION

            Cllr Cook gave a brief update on this, approx. 40 people attended and he would send the link to YouTube so members can view the slides.  Lincolnshire Police has the lowest budget in England and Wales at £186.6 m; some 1190 officers & 50 PCSOs.  Willoughby was included in the coastal area which had 1 Chief Inspector, 1 Inspector, 2 Sergeants, 4 beat officers and 7 PCSOs, 85% on target for answering 999 calls with a max response time of 20 minutes.

89        PYLON ROUTE      

            The Clerk outlined the proposal for the erection of 400,000 volt overhead cables and pylons, which will impact the Sloothby area.  It appeared that residents of Willoughby had not been notified, and the Clerk would send details. 

            It was agreed that the Parish Council would join the objections and request that the cables be either underground or on the sea bed.

 

90        PLAYING FIELDS/GREEN/ALLOTMENTS

            a)  Playing Fields

            It was noted that the Monkey Challenge wall was now erected.

            Proposal by resident to install a Trim Trail equipment in memory of her son in the playing fields was discussed.  It was agreed that there was room, although a goal post may have to be moved to accommodate it.  Following discussions on future maintenance and insurance, the Clerk advising that the Council would have to include it in the insurance and possibly any future safety check, it was resolved to agree to have the equipment installed subject to information on future maintenance responsibility and insurance.

            Discussion on need for ordering some equipment to finish work to existing play equipment and it was resolved that a member of the Playing Field Working Party could order the requirement in the name of the Parish Council and he would be reimbursed if necessary or the invoice sent directly to the Parish Council.

            b)  Village Green

            It was noted there was still parking on the green by parents collecting children from school.

            c)  Allotments

            It was agreed to look at clearing the far plots of rubbish so they could be rented out once cleared.  To be agenda item for next meeting.

91        ADVERSE POSSESSION

            It was proposed, seconded and resolved that this be moved into Closed Session at the end of the meeting.

92        FINANCE

            a)  Accounts for payment:

            It was resolved that the following accounts be paid by BACS

            Clerks salary and PAYE (Dec/Jan)                             £319.28

            Monkey Challenge                                                      £7020.00

            b) Precept requirement

            Discussion followed and it was proposed, seconded and resolved that the precept requirement for 2024 2025 remain at £8219.00

93        CORRESPONDENCE

            Lincolnshire Wolds Leaflet – no changes.

94        PLANNING

            Applications

            2388/23 – Outline 2 dwellings Station View – support but with concerns that part of the red line area encroached on public highway and this to be made clear to the Planning Department.

            2090/23 Change use barn to three dwellings Manor Farm (Cllr Eyre declared a personal interest in this)  - support

            Decisions:

            1931/23 – Car Port, Pinewood Cottage, Sloothby – conditionally approved (to be in accordance with plans, materials as specified)

95        ANY OTHER GENERAL MATTERS/ITEMS  FOR NEXT AGENDA

            It was agreed that the Working Party/Support Team for the Playing Fields would include Cllrs Heges, Jenkinson and Mulhearn.

            This was agreed as 15th February 2024

97        CLOSED SESSION

            It was resolved to move into Closed Session to discuss this item and members of the public left the meeting.
