111 APOLOGIES
There were no apologies
112 DECLARATIONS OF INTEREST
There were none
113 CO-OPTION
The Clerk confirmed there were no applicants to fill the two vacancies caused by resignations of Cllrs Pridgeon and Aston.
114 MINUTES OF THE MEETING HELD 17TH MARCH 2022
It was resolved that the notes of the meeting held 17th March 2022 be signed by the Chairman as official minutes of that meeting.
115 UPDATES
Minute 102 – Cllr Talbot Jones had installed the new “No Dogs” signs at the entrances to the Playing Fields, and confirmed that one had been vandalised already. Discussion followed in which it was confirmed that dogs had not been permitted on the playing fields for many years, and it was disappointing that some dog walkers felt the need to vandalise the signs, which was considered to be criminal damage.
Minute 104 (b) – Trees likely to be inspected around 7th May.
116 REPORTS FROM OUTSIDE BODIES
There was no LCC representative
Cllr Eyre (ELDC) advised that Skegness and Mablethorpe had received considerable grant funding.
117 ALLOTMENTS/PLAYING FIELDS
a) New equipment/grant funds. – it was agreed that a working party be set up to look at the requirements of the play equipment, what needed repairing and any new equipment to purchase. The group to report back to full Council. Working Party to consist of Cllrs Talbot-Jones; Cook, Havell and White.
Cllr Talbot Jones had spoken to some users who would like to see the existing equipment repaired, and perhaps some new swings and roundabout. A shelter would also be appreciated.
b) Cllr Talbot Jones report on allotments - need to look at various issues, to sort plot boundaries clearly, particular where occupied by adjacent home owners, to review and renew the “rules” on existing letting agreements. It was felt that this should all be done in consultation with the existing tenants, and it was agreed that consultation was the way forward to begin with.
c) Bench – Cllr Eyre (ELDC) had donated £250 towards a new bench for the green, and it was resolved that this be purchased.
d) Any Other Matters – agreed that Village Green needed cutting every fortnight.
118 FINANCIAL
a) Accounts for payment – it was resolved that the following accounts be paid:
Clerks salary & PAYE (April) £156.25
R. Aldrich (grounds) £428.57
b) The AGAR Audit Governance Statement was agreed and signed by the Chairman.
c) The AGAR Accounting Statement was agreed and signed by the Chairman
d) The AGAR certificate of Exemption was agreed and signed by the Chairman
(The Clerk confirmed the books were still with the internal auditor)
e) It was agreed to renew Insurance with Zurich and take advantage of the 5 year discount.
119 CORRESPONDENCE
Email circulated to members relating to Pharmacutical Needs Survey
Email circulated to members relating to ELDC Towns and Parishes News
120 PROPOSED SPEED RESTRICTION
LCC had forwarded a proposal to reduce the speed limit on Mawthorpe Hill Road and into part of Station Road to 40mph following a petition by the residents in that area. Members agreed to support this proposal, but also to request that it be extended further along Mawthorpe Hill Road to “Willow End”.
121 PUBLIC MEETING
The Clerk confirmed that Cllr Davey (LCC) had agreed to attend, along with Sgt Kelly and a representative of the Police Crime Commission. Meeting to be 5th May 2022 at 7pm, with refreshments available afterwards.
122 PLANNING
There were no applications or decisions to note
123 ANY OTHER MATTERS
It was noted that the area of land adjacent to the bus shelter in Sloothby needed tidying.
124 NEXT MEETING
The next meeting of the Parish Council will be the Annual Council meeting scheduled for 19th May 2022 at 8.00pm
