MINUTES OF THE MEETING

HELD 18th November 2021

There were no matters brought up in the public session.

 

The Chairman welcomed Cllr D. Cook to his first meeting of the Parish Council.

 

58.          APOLOGIES

                There were none.

59.          DECLARATIONS OF INTEREST

                Cllrs Cook and Havell declared personal interests in planning application for Chester Springs.

                Cllr Cook signed his Declaration of Acceptance of Office, which was counter signed by the Clerk as Proper Officer.

60.          TO NOTE RESIGNATION AND POSITION REGARDING VACANCIES

                The Clerk read out letter of resignation from Cllr Pridgeon, and she was thanked for her work for the village whilst on the Parish Council.

                The Clerk advised that Cllr Aston was now disqualified through the 6 month absence ruling.

                The Clerk to inform the Returning Officer of the vacancies.

61           MINUTES OF THE MEETING HELD 21ST OCTOBER 2021

                It was resolved that the Chairman sign the minutes of the meeting held 21st October 2021 as a correct record.

62           UPDATES

                Minute 53 – Those who tendered for the fencing work had been advised it was on hold until January 2022.

                Minute 56 – Local farmer asked to cut boundary hedge to Playing Fields, it was agreed this should be an annual trim.

63           ELDC/LCC UPDATES

                There was no representative from LCC.

                Cllr eyre gave a brief update on ELDC matters and updated on works to be undertaken by Drainage Board to culvert dyke.

64           FINANCIAL MATTERS

                a)            It was resolved that the following payments be made by BACS:

                                Clerks salary & PAYE (November)                             £156.25

                                Welton Garden Services (October)                           £318.00

                b)            Request for donation from CAB – it was agreed not to donate.

                c)            Draft Budget – the draft budget was circulated to members for thoughts prior to setting the budget at the January meeting.

65           ALLOTMENTS/PLAYING FIELDS

                a)            Discussion on removal or repairing of some play equipment followed, it was resolved that members would meet on 21st November to look at what repairs could be undertaken and which equipment would need removal.  It was felt the “Typhoon” would need de-commissioning and the Zip Wire would need professional repairs. 

                Cllr Talbot-Jones agreed to undertake trying to find professional bodies who would repair equipment and seek advice from other companies.  It was also agreed that the 2 benches be removed, Council to look at purchasing a recycled bench in the next year.

                b)            Equipment replacement needs, to be assessed when known what can be repaired.

                c)            Allotment – Clerk advised Plot 13 had been let to adjacent plot tenant.

                d)            It was agreed that the unlet plots (5, 8, 10) be flailed.

66           C ORRESPONDENCE

                There was none.

67           PLANNING

                N208/2281/21 – Extension – Chester Spring – support

                N198/2293/21 – Form B – rebuilding overhead line – support

                Application to vary Condition – Pyewipes – This was circulated to members for comments.  The application was to remove unusual wording from standard condition 1 relating to approval in writing.

                Decision – N208/1872/21 – Detached garage – Orchard View.  Conditionally approved (to be in accordance with approved plans and materials to be as specified in the application).

68           ANY OTHER MATTERS

  • Concern at planting of hedge between boundary fence and highway on Hasthorpe Road (Cllr Eyre declared a personal interest).  Clerk to ask LCC Highways to look at.
  • Thanks to Cllr White for flying Remembrance Flag donated by Mr C. Short.
  • Some debris left in field following bonfire – member to ask organisers to remove.

                Playing Fields Equipment/Allotments updates including fence

                Budget and Precept setting for 2022 / 2023 year.
