MINUTES OF THE MEETING HELD
15th JULY 2021
PRESENT: Cllrs Eyre (Chairman); Hales, Pridgeon, Talbot-Jones and White
Mrs J. Cooper (Clerk)
4 members of the public.
During the public session tenants of an allotment put forward their case for requiring a larger than normal shed which members noted. Another tenant was concerned at the “no bonfire” ruling, and requested the council consider permitting closed incinerators and specifying one day and place for a bonfire. To be considered at the next meeting along with a review of the allotment policy.
20 APOLOGIES
Apologies and valid reasons for absence were received from Cllrs Havell and Fairfield and it was agreed to accept those.
21 DECLARATIONS OF INTEREST
There were no declarations.
22 MINUTES OF THE MEETING HELD 17th JUNE 2021
It was resolved that the Chairman sign the minutes of the 17th June as a correct record.
23 UPDATES FROM THOSE MINUTES
Minute 25 (a) – the Clerk has written to the adjacent property owner to advise the Council does not wish to sell the allotment entrance land.
24 UPDATES FROM ELDC/LCC MEMBERS
There was no representative from LCC present.
Cllr Eyre gave a brief update on ELDC matters – looking to form a three Council group with Boston and South Holland.
25 ACCOUNTS FOR PAYMENT
It was resolved that the following payments be made by BACS:
Clerks salary & PAYE (July) £156.25
Welton Garden Services (June) £558.00
26 ALLOTMENTS
A) It was noted that the debris on Plot 13 had been cleared.
B) Members considered the request for a larger shed from the tenants of Plots 11 (half) and 12 and it was resolved that a 10’ x 8’ shed be permitted. It was also agreed to amend the policy to permit 6 x 8 sheds and anything other to be subject to formal approval by the Council. Those existing to be permitted.
C) Discussion on the fence between allotments and playing fields followed and it was resolved that quotes be obtained for 63.5m fence, 1.8m high with 10ft wide gateway to run from the top of the allotments (Station Road end) along the fence line to the existing mesh fence. 1 quote for roll top type and 1 for V mesh.
D) It was resolved to permit allotment holders to use closed top incinerators.
To discuss other bonfires at the next meeting.
27 CORRESPONDENCE
Letter from Lincolnshire Police outlining goals to enhance provision of neighbourhood policy, encourage community police to be present in communities, quarterly meetings open to the public and not routine to send officers to parish council meetings.
E mail received raising concerned at locked gates through land on Industrial Estate blocking off footpaths. Clerk to contact LCC Footpaths Officer and also to look into possibility of a diversion.
29 FIREWORKS DISPLAY
Members discussed the request to hold a fireworks display on the village green in November. Concerns were raised at whether a bonfire was required and the potential damage to the grass on the green and at the effect fireworks could have on pets in the vicinity as a central village location.
It was agreed to support the fireworks in principle but to contact the organisers to see if there was possibility of using quieter fireworks and finishing at a reasonable time. To invite organisers to next meeting to discuss further.

There were no planning applications
31 PUBLIC MEETING
It was agreed to hold the public meeting immediately prior to the next meeting scheduled for September.
