MINUTES OF THE MEETING

HELD 16TH SEPTEMBER 2021

34           APOLOGIES

Apologies and valid reasons for absence were received from Cllrs Talbot-Jones and Pridgeon, and those reasons were accepted.

35           DECLARATIONS OF INTEREST

                There were none.

36           MINUTES OF THE MEETING HELD 15TH JULY 2021

                It was resolved that the Chairman sign the minutes of the meeting held 15th July 2021 as a correct record

37           UPDATES

                Minute 27 – the Clerk had contact LCC Footpaths Officer who investigated the locked gate.  She was advised that a diversion order could only be requested by the landowner.  Cllr Eyre had spoken to the landowner who felt there was no suitable diversion route.

38           UPDATE FROM ELDC/LCC

                There was no LCC member present.

                Cllr Eyre (ELDC) gave a brief update – the amalgamation between East Lindsey, Boston and South Holland still going ahead; a lot of staff still working from home; ELDC as a corporate body supporting re-homing of Afghanistan refugees.

39           FINANCE

                It was resolved that the following accounts be paid:

                Wicksteed – Play Equipment Inspection                                 £144.00

40           ALLOTMENTS/PLAYING FIELD MATTERS

                A)           Discussion on the cost of fencing between allotments and playing fields – for the 1.8 V mesh fence and 3m wide gate in similar material - £4932 (inc VAT); for 1.8m bow top fence and gate - £12504 (inc VAT).  It was resolved not to go for this option as this would leave the Council with no reserves. 

                Following further discussion it was resolved to go out to tender for quotes for

                3’ high round top picket fence on concrete posts (63m) and 5 bar metal 12’ wide gate

                4’ high round top picket fence on concrete posts (63m) and 5 bar metal 12’ wide gate

                Clerk to ask for tender to be returned before next meeting.

                B)            Play equipment inspection

                The Clerk read out some of the findings of the report – and confirmed the advice that removal of swing and seesaw and 2 bay flat swing equipment was recommended, along with replacement ropes on the “Typhoon”, some monitoring of the rubber matting and some rubbing down and painting required.  Members agreed to carry out site inspection to identify the equipment to be removed and discuss ways of carrying out the removal. 

                Clerk to try and identify grant aid for the replacement of some equipment and provision of new equipment.

                C)            Allotment Policy – it was resolved that the Allotment policy be amended to reflect consent for closed top incinerators and permit existing sheds on plots.  Amended policy to be circulated to allotment holders.

                D)            The Clerk confirmed Plot 13 was still available to rent.

41           CORRESPONDENCE

  • Participation in Flood Risk questionnaire – cllr Talbot Jones had volunteered.  Cllr Fairfield expressed interest from Sloothby angle, Clerk to forward e mail.

42           FIREWORKS DISPLAY     

                The organisers confirmed the display would now be on an adjacent field and not on the Village Green, he did provided a Risk Assessment for the event.

43           PLANNING

                Application N208/1872/21 – Erection of a detached single garage – Orchard View – support

                Decision N208/1583/21 – Extension and alterations Woodside, Claxby.  This had been circulated to members and their comments regarding need to blend in with existing were sent to ELDC.  Application conditionally approved – to be in accordance with plans.

44           VACANCY

                The Clerk had received a letter from a member of the public in Sloothby asking to be co-opted onto the council to fill the current vacancy.  After discussion it was proposed, seconded and resolved that Mr D. Cook be co-opted onto the Council.

45           ANY OTHER MATTERS

  • 30mph signs entering Sloothby from High Lane and Willoughby Road badly faded.
  • Status of planning permission for 5 houses off Station Road – Clerk to query with Planning Officer.
