WILLOUGHBY AND DISTRICT PARISH COUNCIL

MINUTES OF THE MEETING

HELD 17th February 2022

 

Present: Cllrs Eyre (Chair); Havell; Hale; Talbot-Jones; Cook & White

During the public session members learnt of the willingness of the person to join and assist any Committee set up to manage the playing fields.  Details of who to contact was passed on.

 

84           APOLOGIES

                Apologies and valid reasons for absence were received from Cllr Fairfield and these were accepted.

85           DECLARATIONS OF INTEREST

                There were none.

86           APPLICATIONS FOR CO-OPTION

                None had been received.  Two vacancies exist.

87           MINUTES OF THE MEETING HELD 20TH JANUARY 2022

                It was resolved that the Chairman sign the minutes of the meeting held 20th January 2022 as a correct record.

88           UPDATES

                The Clerk advised that ELDC Enforcement team were looking into possible breach of planning in Sloothby.

89           ELDC/LCC MATTERS       

                There was no LCC representative present.

                Cllr Eyre had no updates from ELDC.

90           ALLOTMENTS/PLAYING FIELDS/VILLAGE GREEN

                a)            The Clerk confirmed having submitted an “Awards For All” grant for replacement/new equipment and fencing. 

                b)            Dogs signs – it was agreed to purchase 4 x A4 signs “No Dogs”.

                c)            Trees on village green – the Clerk advised that local resident had asked for some lopping to be carried out – it was agreed to approach a qualified tree surgeon to examine all the trees under the ownership of the Parish Council, and to ask if St Helena’s church wished to join in and have their trees checked.

91           FINANCE

                It was resolved that the following accounts be paid by BACS:

                Clerks salary & PAYE (February)                                 £156.25

92           CORRESPONDENCE

                Temporary Traffic Restriction – Dawber Lane 7th March – 11th March

                GLEAM UK, asking for support in consultation to stop off roaders using green lanes, agreed not to respond as no green lanes as such in parish.

93           PLANNING

                Tree work on Church Lane – this had been circulated earlier and there were no objections.

                Decisions:

                N208/2281/22 – Chester Spring – conditionally approved (to be in accordance with plans/external materials to be as approved).

                N208/2606/21 – Plot A Old School Lane – Reserved Matters erection of a dwelling – conditionally approved (to be in accordance with plans).

                There were none

95           NEXT MEETING

                This was noted as 17th March 2022

96           CLOSED SESSION

                It was agreed that the Council move into Closed Session to discuss the next item

97           TENDERS

                After consideration the Grounds Tender was awarded to Contractor C
