MINUTES OF THE MEETING

HELD 17th March 2022

There were no matters raised in the public session.

98           APOLOGIES

                Apologies and valid reasons for absence were received from Cllr Havell and these were accepted.

99           DECLARATIONS OF INTEREST

                Cllr Talbot-Jones declared a personal interest in the agenda item relating to allotments.

100         CO-OPTION

                There were no applications.

101         MINUTES OF THE MEETING HELD 17th FEBRUARY 2022

                It was resolved that the Chairman sign the minutes of the meeting held 17th February 2022 as a correct record.

102         UPDATES

  • No dogs signs – Cllr Talbot-Jones had taken these and was looking at the best places to put them.
  • Willoughby Road, Sloothby – Enforcement Officer had visited site and determined that the works were either de minimus or permitted development, being extension/rebuild to buildings.

103         ELDC/LCC UPDATES

                There was no LCC representative.

                Cllr Eyre (ELDC) had nothing to update members on.

104         ALLOTMENTS/ VILLAGE GREEN/ PLAY FIELD

                a)  Playing Field

                The Clerk confirmed the Council had been awarded a grant of £10,000 from Awards for All Lottery fund towards new play equipment and fence.  Agreed need to look at what equipment is in situ, what needs to be removed/replaced, age of users – believed swings/slides and climbing frames to be the most popular type.  Cllr Fairfield asked members to consider a hedge instead of a fence between the playing field and the allotments, which would only require cutting annually and would be wildlife friendly.

                Agreed members to consider options and come back to the next meeting with ideas.

                b)  Quotes – Tree inspections

                Contractor 1 quoted £600 + Vat for Village Green trees and £900 + VAT for church trees.

                Contractor 2 quoted £270.00 (no VAT) for Village Green and £157.50 for Church, with £36.00 travel costs.  It was resolved  that Contractor B be asked to carry out the inspections.

                c)  Any Other Matters/Allotments

                Cllr Talbot-Jones proposed to rent two of the unused plots which were currently overgrown, clear them of debris and bring them back into use.  Brambles and debris will need clearing and removing, Cllr Eyre offered assistance in this.  It was agreed that the first year was free of charge where a plot needed clearing.  Clerk to action Tenancy Agreements. 

 

 

105         FINANCIAL

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE (March)                                                      £156.25

                Clerks Expenses (1st April 2021 – 31st March 2022)              £163.25

                Reimburse Clerk purchase no dog signs                                  £  20.64

106         CORRESPONDENCE

                Clerks and Councils direct (Cllr Cook)

                Traffic Restriction Hanby Lane 5th April – 7th April (AW connection) – noted.

107         ANNUAL PARISH MEETING

                It was agreed that the County Councillor be asked to attend the Annual Public (Parish) Meeting, and if possible a Police Representative.  It was also agreed to provide wine and refreshments (Cllr Hale & Cllr Fairfield).  Date to be set at 12th May (tbc) 7pm.

                There were no applications or decisions.

There being no further business the meeting closed at 8.40pm
