MINUTES OF THE MEETING OF THE COUNCIL

HELD 16th March 2023

 

Present: Cllrs Eyre (Chairman); White; Cook; Fairfield; Hale; Hedges & Jenkinson

Mrs J. Cooper (Parish Clerk)

3 members of the public.

 

Before the meeting commenced with the Public Session, all stood for a period of silence in memory of Mary Pridgeon, who had served on the Parish Council for many years and who was also well known in the village for her activities in connection with the Church and other village events.

 

During the public session the Parish Council was asked if it could do anything to have the new speed limit out of Willoughby towards Alford enforced, as vehicles did not appear to be abiding by it.  Clerk to contact Road Safety Partnership to see if the speed van could be parked there.

It was also suggested that the council look to plant a coronation Tree with commemorative plaque – to be on next agenda for full discussion regarding type (Oak suggested) and location.

 

121         APOLOGIES

                Apologies and valid reasons for absence were received from Cllrs Havell and Talbot-Jones and it was resolved that these be accepted.

122         DECLARATIONS OF INTEREST

                There were none

123         MINUTES OF THE MEETING HELD 16th FEBRUARY 2023

                It was resolved that the Chairman sign these as a correct record.

124         UPDATES

                Clerk had advised LCC through Fix My Street that the uneven road signs on the road out of Sloothby to Hogsthorpe were facing into the fields.

125         ELDC/LCC UPDATES

                There was no LCC representative.

                Cllr Eyre had nothing to report from ELDC.  It was noted that elections were forthcoming in May this year for District and Parish.

126         ANNUAL PARISH MEETING

                After discussion it was agreed to ask representative from Lincolnshire Wildlife Trust to come along to the Annual Parish Meeting to be held on 8th June 2023.  Clerk to book village hall.

127         ALLOTMENTS

                Clerk confirmed the vacancy notices had gone up.  Invoices sent, some rents been received.

128         PLAY GROUND

                There was nothing to report, a meeting of the Working Party was proposed week commencing 27th March to carry out final works to the equipment.

129         VILLAGE GREEN

                A request had been received to trim the branches overhanging the green from the roadside trees – Clerk to contact contractor.

130         EMERGENCY PLAN

                No updates to date

131         OUTER DOWSING

                Cllr Fairfield had attended the last Community Meeting with no firm decision being made as to which route had been chosen – still awaiting decision from National Grid. 

132         CORONATION MEDALS

                Clerk confirmed prices ranging from £190 for basic  to £577 for those in presentation box.  Clerk to obtain best value to purchase 150 as close to budgeted figure of £300 as possible.

133         FINANCE

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE (March)                                                      £156.25

                Clerks expenses (1st @April 22 – 31st March 23)                   £166.24

                K. White reimburse for new flags                                              £  21.20

134         CORRESPONDENCE

                Letter from ELDC regarding access in Sloothby – been forwarded to LCC as Highways Issue.

135         PLANNING

                Application N208/302/23 – construction of pond and erection 4 holiday tree houses – Willoughby Grange

                After much discussion it was resolved to support the application in principle but to request the boundary between the site and the Church be better screened with additional tree planting and a footpath be established from the site to the existing footway to encourage footfall to local amenities and in the interests of road safety.

136         ANY OTHER MATTERS

                Loose kerb opposite Village Green – Clerk to report

                Other potholes were noted on Station Road and at the junction Church Lane, to be reported.

                This was noted as being 20th April 2023.
