MINUTES OF THE MEETING OF THE COUNCIL
HELD 16th FEBRUARY 2023

During the public session the issue of applying for a reduction in speed limit on Mawthorpe Road was again raised, LCC had indicated that accident data did not meet the criteria. However, it appears there have been several accidents damaging hedges etc that have not been reported; advise was given to keep a record of every incident.
105 APOLOGIES
Apologies and valid reasons for absence were received from Cllrs Talbot-Jones and Fairfield.
106 DECLARATIONS OF INTEREST
There were none
107 MINUTES OF THE MEETING HELD 19TH JANUARY 2023
It was resolved that the Chairman sign the minutes of the meeting held 19th January 2023 as a correct record.
108 UPDATES FROM THAT MEETING
- Minute 83/92 - Sloothby Junction – Cllr Davie has supported new signage in this locality
- Minute 99 – Clerk obtained initial prices for coronation medals – start at .56p for basic, up to £2.50 in presentation box. To be discussed at next meeting.
- Minutes 103 – Give way sign and road markings – Sloothby junction – sign installed and road markings done. Potential new access reported to ELDC for investigation. Subsiding road Sloothby High Lane – reported, no action to be taken as there are “uneven road” signs in place to warn drivers – members to check signage.
- Public session – Clerk contacted LCC regarding possibility of reduction of speed limit in the area, officer been on site, currently it does not meet the national criteria in terms of numbers of properties/accidents. Will install deer warning signs though.
109 ELDC/LCC UPDATES
There was no LCC presence.
Cllr Eyre had nothing to report, question on how well purple bin collections were doing, these appear to be going well.
110 LITTER PICKS
Information from ELDC to be handed to resident who was interested in organising a litter pick. ELDC will collect the rubbish if left in an agreed location.
111 ANNUAL PUBLIC MEETING & SPEAKER
To look at a date mid April and invite a speaker from Lincolnshire Wildlife Trust. Cllr Fairfield had volunteered to undertake the nibbles, Cllr Hale to organise drinks. Clerk to contact Wildlife Trust to ask if a member would come along.
112 ALLOTMENTS
a) Vacant Plots
Clerk to advertise vacant plots no 6 & 7.
b) Rents
It was resolved that rents be increased to £20 per plot from 1st April. Clerk advised last increased was in 2015.
c) Ivy
Discussion on responsibility, it was agreed to ask grounds contractor to take a look at problem.
113 PLAYGROUND AND EQUIPMENT
It was hoped to finalise equipment repairs in March/April.
114 VILLAGE GREEN
Letter from Willoughby Events Committee requesting use of green for Fete on 1st July – this was agreed.

116 FINANCE
Accounts for payment:
It was resolved that the following accounts be paid:
Clerks salary & PAYE (Feb) £156.25
(note PAYE was in credit, no payment to be sent)
To ratify payment for defib pads, Sloothby £118.20
117 CORRESPONDENCE
- Consultation on Outer Dowsing third route – mainly a diversion south of Skegness. (circulated 13/2)
- E mail from Cllr Davie re Pylons – link did not work, Clerk requested new link and will circulate when received.
- Link to LCC website on information for street parties etc for Coronation.
- Information received on requirement to produce photo ID to vote in person at Polling Stations for May elections.
- Nomination papers for May elections will be available on ELDC web site and paper copies where required, Clerk to forward all details.
118 PLANNING
There were no applications.
Decision – Extension to garage at the Spinney, Hanby Lane – conditionally approved (to be in accordance with plans)
119 ANY OTHER MATTERS/NEXT AGENDA
Claxby/Willoughby sign on A1028 is down, Clerk to report.
