MINUTES OF THE MEETING OF THE COUNCIL

HELD 16TH JUNE 2022

 

Present: Cllrs Eyre (Chairman); Hale; Talbot-Jones; White & Jenkinson

Mrs J. Cooper (Parish Clerk)

7 members of the public.

 

During the public session concerns were raised that current allotment holders may lose part of their plots and would lose existing crops if the pathways are marked out.  Reassurance was given that the surveying of the allotments and plot markings and pathways was some way in the future and tenants would be kept informed.  Concerns were also raised as to what might be in the proposed amended Policy and Tenancy Agreements, Cllr Talbot Jones briefly outlined the potential amendments which mainly covered green waste, pathways and road into allotments.  The amended policy and Tenancy Agreements would be circulated to all holders for comments.

Concerns were raised at the dogs still on the playing fields and encroaching onto the allotments, despite the Council’s signage.  It was felt that some parents brought their dogs with them to collect children from school before going into the playing field area.  Concern was also raised at the amount of cigarette buts being discarded from parents waiting in their cars to collect children.  It was agreed that the Council would bring both these matters to the attention of the school and ask for some wording to be included in the next school newsletter.

 

32        APOLOGIES

            Apologies and valid reasons for absence were received from Cllrs Cook, Havel and Fairfield and these were accepted.

33        DECLARATIONS OF INTEREST

            Cllr Talbot Jones declared a personal non prejudicial interest in agenda item relating to allotments (minute 37 ) as a current allotment holder.

34        MINUTES OF THE MEETING HELD 16th JUNE 2022

            It was proposed, seconded and resolved that the Chairman sign the minutes of that meeting as a correct record.

35        UPDATES

            Minute 22 – Alford Garden Services were unable to take on the work to remove the lime tree – to contact Welton Garden Services.

            Minute 30 – Clerk had contacted LCC regarding the markings left on the road following a cycle road trial, LCC would burn them off in due course but it was not a priority.  Clerk had also contacted LCC to ask for “soft” safety measures at the Soothby/Dawber Lane junction.

            Clerk had also applied to ELDC to ask if a dual waste/dog waste bin would be added to their rounds for the area around the entrance/exist to the bridleway/railway line.  If ELDC approve, Parish Council would need to purchase the bin and install it.

            Clerk had also written to the allotment holder regarding uncultivated plots.

 

 

36        ELDC/LCC REPORTS

            Cllr Eyre (ELDC) advised that soon there would be an additional purple lidded bin to take clean paper and cardboard, and that once in situ glass could be put in the grey bin.  He had attended a meeting with Cllr Davie (LCC) who had mentioned a potential proposal for power cables, pylons and a substation near Alford.

37        ALLOTMENTS/PLAYING FIELDS/VILLAGE GREEN

            a)         Amended Policy/Tenancy Agreement.  This had been circulated to members in advance and it was agreed to approve these in principle, subject to consultation with existing allotment holders.  Clerk to send these out to tenants and request feedback in time for the next meeting in September.

            b)         Fence panels to be removed from the posts ready for erection of new fence in September.  Panels would be made available FOC to any allotment holder wanting them. 

            c)         Playing Field – Cllr Talbot Jones had arranged for new gym equipment to be installed in September, members of the Playing Fields Working Party would be on hand to assist/manage the installation.  There were no invoices to pay at present.  Cllr Talbot Jones would purchase minor equipment/paint etc and reclaim from the Council nearer the time.  Parts had been ordered for the swings and zip wire, and spares for the Typhoon were being made.

            Cllr Eyre and members thanked Cllr Talbot Jones and the Working Party for their work to date.

            d)         No other playing field matters raised.

            e)         Village Green – no issues raised.  Cllr White had received compliments on the grass cutting on the green recently.

38        FINANCE

            a)         It was proposed, seconded and resolved that the following accounts be paid

            Clerks salary and PAYE (July)                          £156.25

            R. Aldrich (grounds)                                        E437.00

            b)         There was no requirement to pre-approve any payments for playing field equipment.

            c)         Financial update – income and expenditure against budget 1st April – 30th June was noted and approved.

39        MOBILE SIGNALS

            Cllr Talbot Jones had looked into this, there are many signal “shadows” in the area due to the distances between masts.  It was felt that Cllr Davie (LCC) was involved in trying to improve the coverage in the area, Clerk to contact him for further information.

40           CORRESPONDENCE

                There was none

41           PLANNING

                N208/1273/22 – Extension – Station House

                It was proposed, seconded and resolved to support in principle but raise concerns relating to the excessive height of the fence, particularly on road frontage; potential for overlooking from first floor over garage and concern at potential loss of important Victorian architectural features, which ned to be retained.

42           ANY OTHER MATTERS/NEXT AGENDA

                No general matters were raised.

                Next agenda to include Playing Fields update and Allotment Policy/Tenancy.
