ANNUAL MEETING OF THE COUNCIL

HELD 19th MAY 2022

 

Present: Cllrs Hale; Cook; Fairfield; Talbot-Jones; Havell & Jenkinson (after agenda item 5)

Mrs J. Cooper (Parish Clerk)

2 members of the public.

 

Cllr Hale took the Chair.

 

1.         ELECTION OF A CHAIRMAN

            It was proposed (Cllr Talbot-Jones), and seconded (Cllr Fairfield) that Cllr Eyre be elected Chairman in his absence.  There were no other nominees and it was therefore resolved that Cllr Eyre be asked to take the Chair for the next civic year at the next meeting.

2          CHAIRMAN’S DECLARATION

            To be signed at the next meeting.

3.         ELECTION OF VICE CHAIRMAN

            It was proposed (Cllr Cook), seconded (Cllr Fairfield) that Cllr Hale be elected Vice Chairman for the forthcoming civic year.  There were no further nominations and Cllr Hale accepted the proposed.  It was therefore resolved that Cllr Hale be elected Vice Chairman for the forthcoming civic year.

4          APOLOGIES

            Apologies for absence and valid reasons were received from Cllrs Eyre and White, and these were accepted.

5          CO-OPTION

            It was proposed (Cllr Hale), seconded (Cllr Fairfield) and resolved that Mrs Dilsy Jenkinson be co-opted onto the Council.  She took her place at the meeting and signed her Declaration of Acceptance which was counter signed by the Clerk as Proper Officer of the Council.  This leaves one vacancy.

6.         DECLARATIONS OF INTEREST

            There were none.

7.         MINUTES OF THE MEETING HELD 21ST APRIL 2022

            It was resolved that the Chairman sign the minutes of the meeting held 21st April as a correct record of that meeting.

8.         UPDATES

            Minute 115 – The trees on the village green had been inspected 9th May 2022 and it recommended in the report received that a lime tree on the green, adjacent to the road, be removed due to disease.  It was recommended that this tree be removed within three months and all base growth and ivy be removed from the bases of the remaining trees, with re-inspection in 2.5 years.  It was therefore resolved to ask Welton Garden Services for a quote to carry out the removal work.

            Cllr Hale had fitted the new bench.

9.         DRAFT MINUTES OF THE PUBLIC MEETING.

            It was resolved to ask the Clerk to contact Lincolnshire County Council to re-consider extending the speed limit to incorporate the Sloothby,Dawber Lane junction.

 

 

10.       UPDATES ELDC/LCC

            There were no ELDC/LCC councillors present.

11.       FINANCE

            A)        It was resolved that the following accounts due for payment be paid by BACS:

                        Clerks salary & PAYE (May)                                        £156.25

                        Waston Lindsey (tree survey)                                     £463.00

                        (of which £175.50 to be invoiced to St Helena’s Church)

            B)         Internal auditors report

                        This was noted.

12.       ALLOTMENTS/PLAYING FIELDS

            A)        Members received the Playing Fields Working Party report.  Another meeting was to be held shortly with a view to fixing the matting under some equipment and looking into further funding streams.  It was resolved that the Council ear mark a maximum of £5000.00 from reserves towards work in the playing fields should no further funding stream be available.

            B)         Other grant sources – the Clerk had e mailed LCC for information on other funding sources.

            C)         Allotment Issues – Cllr Talbot-Jones had been unable to clear an allotment plot due to amount of growth.  Several holes had been dug, presumably by animals, in the playing field/allotment areas.  He suggested a meeting on site immediately prior to the next Council meeting in June for members, and it was agreed that members meet at the allotments at 7.15 on 16th June.

13.       ADMINISTRATION POLICIES

            It was resolved that the policies listed below be approved, with the amendments as noted.

            Standing Orders – no change

            Risk Assessment – to include risk on Village Green & to “Ensure trees pose no hazard to life and property of residents, and to be maintained in a safe condition”.  Medium risk to be included in the Assessment.

            Financial Regulations – no change

            Asset Register – consider a review of value of archaeological finds.

            Data Protection – no change

            Code of Conduct – no change

            Allotment Policy – no change.

14.       GENERAL CORRESPONDENCE

            There was none

15        PLANNING

            There were no applications or decisions to note.

16        ANY OTHER MATTERS/ITEMS FOR NEXT AGENDA

            Cllr Havell reported there was an Open Reach cable on the road into Sloothby.

17.       DATE OF NEXT MEETING

            This was set at 16th June 2022 – 7.15 at the allotments, followed by 8.00 meeting in the Village Hall.
