MINUTES OF THE MEETING OF THE COUNCIL

HELD 19th JANUARY 2023

 

Present: Cllrs Eyre (Chairman); Talbot-Jones; White; Cook; Fairfield; Havell; Hedges & Jenkinson

5 members of the public.

 

During the public session a resident raised the issue of the speed on Mawthorpe Lane, with difficulty in accessing the main road due to the volume and speed of vehicles along there.  Pot hole on Station Road, has been reported; Sloothby High road towards Hogsthorpe is subsiding and dangerous.  Resident in Sloothby would like to organise a litter pick.

 

89           APOLOGIES       

                Apologies and valid reasons for absence were received from Cllr Hales, and these were accepted.

90           DECLARATIONS OF INTEREST

                Cllr Talbot-Jones declared a personal interest in allotment matters.

91           MINUTES OF THE MEETING HELD 17th NOVEMBER 2022

                It was resolved that the Chairman sign these as a correct record of that meeting.

92           UPDATES

                Minute 83 – Sloothby Lane junction.  This had been looked at by LCC and Road Safety partnership but did not meet the criteria for extending the 30mph speed limit, however there was the possibility of looking at larger junction warning signs.  Member agreed to request this.  Lincs Wildlife Trust had cut their hedge recently.

93           LCC/ELDC UPDATE

                There was no LCC Representative.

                Cllr Eyre updated members on ELDC matters including the move to Horncastle.  Tedder Hall had now been sold.

94           ALLOTMENTS

                a)            Boundary Hedge – an e mail had been received from neighbouring resident regarding the boundary hedge; it is believed following investigation and historical knowledge that the hedge belongs to the adjacent land owner with the boundary line believed to be a central line down the now filled in dyke.  Clerk to write to neighbour along those lines.

                b)            Plots to Clear – to be looked at, next agenda

                c)            Vacant Plots update:

                Clerk confirmed Plot 13 now re-let; Plot 17 taken on by the school; Plot 7 offered (awaiting confirmation of acceptance); Plot 6 vacant and Plots 5,8 & 10 to be cleared and then be vacant for letting.

                Cllr Talbot-Jones indicated he wished to step down as councillor responsible for allotment matters.

                He was thanked for all his work to date.

95           PLAYGROUND

                Cllr Talbot-Jones indicated that the working party will be reconvened shortly, the swings should be reassembled in February and the matting sealant laid once the weather permitted.  Hoped to be completed by Easter.

96           VILLAGE GREEN

                There was still an issue with car parking on the green.

 

 

97           OUTER DOWSING COMMUNITY MEETING

                Cllr Fairfield had attended the initial meeting; still no decision on the routes to be chosen, the decision lies with National Grid.  Next meeting scheduled for 20th February.

98           EMERGENCY PLAN

                Cllr Talbot-Jones gave an update on the current Emergency Plan position.  The Plan is almost finished but held due to covid emergencies.  He was awaiting the flooding maps from Emergency Planning Team.  He indicated he wished to step down from the Emergency Plan and Cllr Jenkinson indicated she would be willing to take this on and liaise with him.

99           FINANCE

                a)            Accounts for payment

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE (Dec/Jan)                                                   £312.50

                Hedge cutting, village green and playing fields x 3 yrs       £1800.00

                It was also resolved that the Parish Council would purchase and pay for def pads for the Sloothby defib.

                b)            Budget

                The proposed budget was considered, and it was suggested that something be added to pay for Coronation souvenirs for the school children attending Willoughby School.  It was therefore resolved to add £300 for this.

                Following further discussion it was resolved that the budget and precept be set at £8219 for the year 23/24.

100         CORRESPONDENCE

  • Road traffic restriction Bonthorpe 31st January – noted
  • Wolds Guide – no amendments
  • LALC training scheme – agreed not to join
  • Cost of Living Survey – to go on website
  • Arts Project Lincs Wolds – Cllr Fairfield took information.

102         PLANNING

                N208/2461/22 – The Spinney – extension – support

103         ANY OTHER MATTERS

                Road Sloothby – Hogsthorpe – to report

                Speaker APM – next agenda (Cllr Fairfield suggested a representative from Lincs Wildlife Trust)

                Give way sign – Sloothby – noted

                Dropped kerb and vehicle access created without Planning Permission in Sloothby – clerk to report.

                It was agreed to write to LMDB to thank them for the work done in Willoughby to alleviate drainage and flooding issues.
