DRAFT MINUTES OF THE MEETING OF THE COUNCIL
HELD 16TH JUNE 2022
Present: Cllrs Eyre (Chairman); Hale; Cook; Fairfield; Talbot-Jones; Havell (part); White & Jenkinson

6 members of the public.
During the public session issues were raised regarding compost heaps on the allotments, it is hoped this issue would be resolved with a new policy for the allotments.
A request for a waste/dog bin on Station Road close to the entrance to the bridleway was requested – Clerk to contact ELDC to see if one could be added to the emptying route.
The bin in the Playing Fields needed emptying – Clerk to contact ELDC.
18 TO RECEIVE CHAIRMANS ACCEPTANCE OF POSITION.
Cllr Eyre confirmed his acceptance of position of Chairman, and signed his Acceptance which was counter signed by the Clerk as Proper Officer.
19 APOLOGIES
Apologies were received from Cllr Havell who indicated he may be late.
20 DECLARATIONS OF INTEREST
There were none.
21 MINUTES OF THE MEETING HELD 19TH MAY 2022
It was resolved that the Chairman sign those as a correct record.
22 UPDATES
Minute 8 – Welton Garden Services had been contacted regarding removal of the lime tree but could not do anything until August. It was agreed to seek other quotes in the meantime.
23 ELDC/LCC UPDATES
There was no LCC representative.
Cllr Eyre (ELDC) confirmed ELDC moving HQ to Horncastle in January 2023.
24 SPEED LIMIT
The Clerk had contacted LCC regarding extending 30 mph speed limit to incorporate Sloothby/Dawber Lane junction. Response received indicated this was not something that could be considered under the current policy, however softer measures could be looked at such as signage. It was agreed to request additional signage.
25 ALLOTMENTS/PLAYING FIELDS AND VILLAGE GREEN
a) Site Meeting
It was agreed that the draft policy previously circulated needed to be discussed further and approved at the next meeting. It was agreed that the plots needed formal marking and pathways in between, and the tenant of the apparently abandoned plots to be written to regarding removal of any tenant’s possessions before Council repossessed those plots. It was agreed that as rental had been received this be offered back.

b) Compost issue
It was agreed this had been somewhat resolved during the public session, and would be further looked at on reviewing of draft policy.
c) Any Other Allotment Issues
There were none.
d) Playing Fields Equipment
The working Party had submitted recommendations including:
- Proposed erection of fence and gate between allotments and playing field area at potential cost of £4150 (ex VAT)
- Purchase items :
- Double Squat puch (£895)
- Double Slalom Skier (£882)
- Horse Rider (£698)
(all ex VAT and ex installation costs)
- Purchase parts to repair 2 bay 4 swing potential cost of £1555.20
- Repair zip wire (£127.20 inc VAT) and treads (£29.50 inc VAT)
- Consider repairing cradle swing if possible or replace in future year
- Rubber matting – seal where needed
- General painting
- Football goal posts – remove , clean, treat and repair
- Shelter – not feasible at current time, future considerations.
- Picnic bench – apply for grant to replace
- Typhoon – look at sourcing spare parts, some unique to equipment – potential cost £2356 inc VAT & delivery. New seats, chain and protectors (£567 inc VAT)
Potential order for spares, repairs and new installations – E13615.70.
The Chairman thanked those members of the Working Party for the hard work they had undertaken.
It was proposed, seconded and resolved that the requirements of the report be noted, that necessary equipment be purchased and the project moved forward.
e) Any further Playing Field matters
Problem of animals digging up the ground was noted, some levelling up of the ground will be needed.
f) Village Green
Letter had been received requesting use of the green for the village fete on 16th July 2022, and siting advanced notice signs. It was resolved that permission be granted for both.
26 FINANCIAL
Accounts for Payment – it was resolved that the following accounts be paid:
Clerks salary & PAYE (June) £156.25
Grounds £438.57
Insurance £348.45
27 ASSET VALUATION
It was agreed not to progress as yet with valuation of the archeological finds, as the History Club (part owners) was looking into that.
It was agreed to add the value of the Playing Field equipment to the Asset Register once the work had been completed.
28 CORRESPONDENCE
There was none.
29 PLANNING
There were no applications or decisions.
30 ANY OTHER GENERAL MATTERS/NEXT AGENDA ITEMS
Cllr Cook raised the matter of recent report on rising sea levels. Cllr Talbot-Jones indicated that flooding was part of the Emergency Plan work, which had ceased due to Covid.
The state of the road between Sloothby and Hogsthorpe had been raised at the public meeting, Clerk to contact Cllr Davy to ask for results following his visit to the area with LCC officer.
It was agreed to add the poor mobile phone signal to the next agenda.
Cllr Hale was concerned at the road markings still remaining following a cycle road race.
Cllr Eyre gave brief update on Drainage Board works being undertaken to help with flooding Bonthorpe Road area.
