MINUTES OF THE ORDINARY COUNCIL MEETING
HELD 20th FEBRUARY 2025
Present: Cllrs Hale; Mulhearn; White; Fairfield; Jenkinson

During the public session it was reported that LCC had started work on Bonthorpe Road drainage, culvert cleared, pipes lined, gullies cleared, obstructions removed and a gulley connected to the system. Several tree roots have been cleared. Church Lane drains are yet to be looked at. Photos of flooding of gardens on Bonthorpe Road were shown to members, and sewage backing up still appeared to be a problem. The matter of motorbikes on the bridleway was again raised, advised public to contact police each time the bikes are seen in order to create a record of the nuisance.
Cllr Hale took the Chair in the absence of Cllr Eyre.
99 APOLOGIES
Apologies and valid reason for absence were received from Cllr Eyre, and these were accepted.
The Clerk advised that Cllr Havell had tendered his resignation from the Council. Members agreed he had been a valuable member of the Council during his time. He had indicated that he will continue with the speed device and monitoring the defib in Sloothby until replacements found.
100 DECLARATIONS OF INTEREST
There were none.
101 MINUTES OF THE MEETING HELD 16TH JANUARY 2025
It was resolved that the Chairman sign these as a correct record.
102 MATTERS ARISING
Hedge removal – Claxby Ex Radar station – ELDC confirmed they would be taking no further action.
Pill Box – information circulated. Clerk to try and find out about having it listed.

103 UPDATE ON VACANCIES
There were no applications. There are now 3 vacancies on the Council.
104 UPDATES ELDC/LCC
There were none
105 FLOODING ISSUES
This was updated under the public session , LCC officer had met on site with Chairman of Council and a resident and now work had commenced.
It was agreed that the Council should write again to Anglian Water regarding sewage and again ask for a copy of their report on the condition of the sewers.
106 REQUEST FROM ST HELENA’S:
a) Fence
The Clerk could not act further until the school provided details of the proposed fence, so that the Council could then agree to support the application. Clerk to contact school for information.
b) Signage
The school had requested the Council support their application for a further “children” sign on the approach to the village near the garage. It was agreed to support, Clerk to write to LCC and school.
c) Extend pavement
School representative was to furnish council with a plan showing where the extension should be, no plan had been received. Clerk to contact school for more information.

107 HISTORY GROUP NOTICE BOARD
The group had sent the Council further details on the artwork proposed for their refurbishment of the existing information board, and this was approved.
108 VILLAGE MATTERS
a) Play Equipment – Cllrs Hale and Eyre to look at the items flagged up in the report.
b) Village Green – Moles were a problem on the green but it was agreed these were difficult to deal with.
c) Allotments – Clerk advised she had contacted estate agents and asked them to remove their for sale board from outside the allotments. She also informed them that no part of the access road into the allotments formed any part of the application site.
It was agreed that the Council write to Applegate to ask them to remove their two poles.
Cllr Hale and Cllr Eyre to look at clearing the debris from the hedge cutting which was in the entrance road to the allotments.
109 FINANCE
a) Accounts for payment
it was resolved that the following accounts be paid:
Clerks salary & PAYE (February) £172.64
110 CORRESPONDENCE
Road Closure – Sloothby Road for water mains repair
Email regarding motorbikes on the playing field – suggesting a sprung gate would stop this. Members agreed this was cost prohibitive and would make access very difficult for parents with “double buggies” and for those in disabled buggies.
111 PLANNING
Application at Manor Farm, Bonthorpe Road for change use outbuildings to form 4 dwellings.
No objection to the principle but to make it clear that the sewage and drainage system in the area was already struggling and an additional 4 dwellings would worsen this situation.
112 ANNUAL PARISH MEETING
This was agreed as 24th April 2025 Members to consider speakers and agree at the next meeting.

115 TO MOVE INTO CLOSED SESSION TO DISCUSS THE FOLLOWING CONFIDENTIAL ITEM
It was resolved that the Council move into Closed Session and members of the public were asked to leave the room.
116 TENDERS
The tender for the next three years grass cutting was awarded to Tender A.
There being no further business the meeting closed at 9:00pm
