MINUTES OF THE ORDINARY COUNCIL MEETING

HELD 20TH JUNE 2024

During the public session there was a query raised on access to Church Lane/Bonthorpe Road during the fete due to the road closure.  Members were informed that an officer from the Flood Risk team had visited resident, work for School corner scheduled for August but seemed to have started.  Gullies to be cleaned.  Anglian Water sent a team to look, concern at surface water getting in to the sewage system.  Also many drainage dykes in the area were in need of cleaning out.

 

16          APOLOGIES

                Apologies and valid reason for absence was received from Cllr Jenkinson and these were accepted.

17          DECLARATIONS OF INTEREST

                There were none

                It was resolved that the Chairman sign these as a correct record.

19          UPDATES FROM THOSE MINUTES (NOT AGENDA ITEMS)

                Minute 10 – Two quotes received for inspection of play equipment – one for £375 and one for £150.  Both lead times roughly 12 weeks.  Clerk had arranged for Wicksteed to carry out unaccompanied inspection at a fee of £150.

                Minute 15 – Coronation plaque received – handed to Cllr Fairfield to install.

                April meeting – ELDC enforcement looking into potential breach of planning conditions regarding removal of hedge at Claxby.

20          ELDC/LCC UPDATES

                There were none

21          FLOODING/HIGHWAYS ISSUES

                Clerk read out emails received from:

                Anglian Water – system suffering from overload due to excessive rainfall, surface water infiltration out of their control as sewers are not a sealed network; surface water infiltration is responsibility of Cunty Highways.

                (this has been forwarded to LCC Highways)

                LCC – investigating previous reports and information, old field drains had been culverted in by development; Anglian Water DigDat maps show different flow rate to those indicated by residents, officers will be attending site with affected residents.  AJET will be attending site to carry out works such as root cutting and relining.

22          VILLAGE MATTERS

                a) Playing Fields and Equipment – noted the inspection to be undertaken. 

                Members had considered the recent ELDC letter regarding a Public Space Order for the playing field regarding dogs.  It was decided not to pursue this through Parish Council members due to the legal complexity regarding prosecutions.

                b)  Village Green – School sports day seemed to go well, despite the weather. 

                Contractor to cut the grass in time for village fete.  Any fete committee members wishing to tidy up grass clippings afterwards could do so, providing indemnify the Council.

                c)  Allotments

                Clerk advised she had a resident wishing to take on one of the overgrown allotments, it was agreed that she contact the resident and arrange to meet with a councillor to look at the overgrown plots.  It is understood that the ex tenant is happy for the Scouts to have the old tractor on site, Clerk to write to him to thank him.

23          FINANCE

                It was resolved that the following accounts be paid:

24          CORRESPONDENCE

                Copied correspondence from local resident regarding potential dangerous tree, and ELDC’s response noted.

                ELDC – Parcel point pick up – would the village hall be suitable. It was agreed not to pursue.

                LCC – Road closure Church Lane – July 13th for the Fete.

25          PLANNING

                Application 897/24 – Triple garage and store at Rose Cottage, Habertoft Lane – support.

                Decision 514/24 – stable block at Mill House Farm.  Conditionally approved (to be in accordance with plans; no external lighting other than approved; to be used incidental to Holmfield Hanby Lane.

                Query received from resident regarding the double glazed windows in the barn being erected at Sloothby, noted.

26          ANY OTHER MATTERS

                30mph sign from Bonthorpe down – to be reported via Fix My Street

                Clerk to investigate cost for another backing plate for the speed device.

                Parish Councillors noted the sad loss of Bob Buttler, a well known local resident.
