MINUTES OF THE ORDINARY COUNCIL MEETING
HELD 21st November 2024
Present: Cllrs Eyre; Mulhearn; White; Hale; Fairfield.

During the public session the drainage issue on Church Lane/Bonthorpe Road was raised, with reports of several drains still blocked. Clerk to contact LCC Highways again. It was reported that Anglian Water had been and flushed through their system, and it was requested that the parish Council ask for this to be done on a regular basis – every 2 – 3 years. Drain on Station Road was still blocked despite being reported. Council was thanked for cutting the hedge to the Village Green, rsidents had cleared away the debris and found a drain cover on the track - Cllr White explained this was a 12” water main. Concern raised at the number of vehicles parked opposite the entrance to Tavern Way which were causing access difficulties.

Apologies and valid reasons for absence were received from Cllr Jenkinson. Cllr Havell had emailed his apologies prior to the meeting.
73 DELARATIONS OF INTEREST
There were none

It was resolved that the Chairman sign these as a correct record.
75 UPDATES FROM THAT MEETING
Clerk confirmed the lime tree on the corner of the car park to the village hall was not subject to a Tree Preservation Order.
76 UPDATE ON VACANCIES
No applications to date. Notices on notice boards and web site.

There were none
78 FLOODING
Clerk to contact LCC Highways again to ask for a more specific date for the works to be undertaken, and to report the blocked drains, with copy to Cllr Davie.
79 VILLAGE MATTERS
a) Playing Field – The Monkey Wall provider had sent details of further equipment which they can install, with full grant funding. However, it was decided that there was sufficient equipment in there at present. Concern at whether the fence had been vandalised. Grounds contractor has offered to cut back all the brambles growing through the old chain link fence, Clerk to get quote first.
b) Village Green – no issues
c) Allotments – Plot 17 had ben re-let. Plot 6 now vacant, Clerk to offer to next person on the list at no fee until April 2025.
80 FINANCIAL
a) Accounts for payment – it was resolved that these be paid:
Clerks salary & PAYE (November) £172.64
R. aldrich (Sept/Oct/Nov grass cutting) £877.14
b) Budget – amended to reflect NALC Clerks salary award and proposed charges by Lloyds. To be finalised at the January meeting when the tax base was known.
81 ALLOTMENT FEES
To remain at £20 per plot from April 2025.
82 CORRESPONDENCE
Letter from Lloyds outlining bank charges – noted.
83 PLANNING
There were no applications or decisions
84 ANY OTHER MATTERS
Clerk advised that Theddlethorpe PC were selling off their surplus speed device backing plates and it was agreed to purchase two.
Concern over the future of the old Pill Box situated on land on Bonthorpe Road which is currently for sale – to check to see if it is listed.
Rubbish dumped on Psalter Road/junction with A1028 – Clerk to report.
Query if the trees opposite Spring Cottage were also subject to TPO, Clerk to check, if not to consider request at next meeting.

16th January 2025
There being no further business the meeting closed at 8:30pm, and the Chairman took opportunity to wish all a Merry Christmas and Happy New Year.
