ORDINARY COUNCIL MEETING

A query was raised on ownership of a boundary fence, advice was to approach the neighbour.
65 APOLOGIES
Apologies and valid reasons for absence were received from Cllr Banham and these were approved.
66 DECLARATIONS OF INTEREST
There were none
67 MINUTES OF THE MEETING HELD 18TH SEPTEMBER 2025
It was resolved that these be signed by the Chairman as a correct record.
68 UPDATES FROM THOSE MINUTES
The defib pads for Sloothby had been purchased and delivered to Cllr Fairfield who was looking to fit them.
Minutes 56 – the dot gov council email was up and running, a few teething issues.
Minute 60 – speed device fitted on Station Road – thanks to those who helped.
Minute 58 – The Events Committee had indemnified the Council from any claims arising from use of the village green for the fete 2026 and sent copy of their insurance.
Thanks to all those who had recently planted daffodils on the approaches to Willoughby, Sloothby and looking at Claxby.
69 UPDATES FROM LCC/ELDC
Cllr Eyre (ELDC) gave a brief update on the current move towards reorganisation.
70 FINANCIAL
a) Accounts for payment:
It was resolved that the following be paid:
Clerks salary & PAYE (October) £180.83
R. Aldrich (September/October) £847.14
(September’s was reduced by £30 which had been overpaid on an earlier invoice)
b) Income/expenditure to date and against budget
These were noted.
71 VILLAGE MATTERS
a) Playing Field – no update other than hedge to be cut
b) Village Green – Cllr Fairfield advised the Coronation Tree stake was loose, she would look at that.
c) Allotments – no problems at present.
72 CORRESPONDENCE
There was no general correspondence.
73 PARKING STATION ROAD
The Clerk updated on information received from Housing Association – they have asked that the vehicle parked on the bridleway be removed, the vehicle being repaired in the road be removed and any other vehicles belonging to the tenant which are parked on the highway be roadworthy and parked appropriately.
Reports on untaxed/unMOT’d vehicles on highway been sent to the Police and ELDC as Abandoned Vehicles. Clerk to chase LCC regarding the bar marked at the entrance to the bridleway. It was noted that untaxed/Mot’d vehicles parked on the highway could also be reported to DVLA.
74 PLANNING
Application 3313/25 received – siting of a glamping unit and store – Old Radar Station, Claxby. The glamping unit was an ex RAF helicopter, and concerns were raised regarding possibility of potential accidents on road by drivers looking at it as passing. Concern was also raised at the removal of the native hedge during nesting season and replanting by non native species, as well as the work being carried out prior to approval. It was resolved that the Council support the application (3 – 4) subject to it being well screened from the highway with native species, such conditions to be adhered to and the applicant advised in the future to apply for permission before undertaking work.
75 ANY OTHER MATTERS
Thanks again to those involved in daffodil planting.
Letter of thanks to be sent to gentleman who had updated the Sloothby notice board and made it much more user friendly.
Overgrown street light in Sloothby to be reported.
