MINUTES OF THE

ORDINARY  COUNCIL MEETING

HELD 17th July  2025

Present: Cllrs Eyre, Mulhern, Banham, White,  Cooper, Rapoz, Jenkinson & Fairfield

During the public session the question of the pill box was raised, the Clerk advised of the Historic England’s response and reasons for not listing the building.  Concern was also raised at access to Cumberworth and other areas during the construction of EGl 3,4 and 5 and the pylons. 

 

36          APOLOGIES

                Apologies and valid reasons for absence were received from Cllr Hales and these were accepted.

37          DECLARATIONS OF INTEREST

                There were none at this stage.

38          MINUTES OF THE MEETING HELD 19TH JUNE 2025

                It was resolved that the Chairman sign the minutes as a correct record.

39          UPDATES

                The Clerk had no updates

40          UPDATES ELDC/LCC

                There was no LCC representative present.

                Cllr Eyre (ELDC) gave a brief update on the plans for reorganisation of Lincolnshire and the creation of a Unitary authority for northern and one for southern Lincolnshire, each to have approx. 500,000 residents.  He also gave a brief update on the recent ELDC meeting which included a presentation on the pylons and other net zero infrastructure plans.

41          FINANCE

                a)  Accounts for payment

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE (July)                                                                    £180.83

                R. Aldrich (grass cutting including 2 add cuts green)           £985.14

                It was agreed to thank the grass cutting contractor for the extra cuts to make the Green look its best for the School event and the fete.

                b)           Income/expenditure 1st April to 30th June – this was noted.

                C)           Sloothby Defibrillator.  Cllr Fairfield will try and check if any monies were remaining after the purchase of the defibrillator for Sloothby.  It was resolved that the Parish Council take on responsibility for the defibrillator in Sloothby and Cllr Fairfield would check it regularly.  Clerk to order required new pads to keep the defibrillator running and available.

                Concerns were raised as to whether the defibrillator at the school was working – Cllr eyre to check.  It was also understood the one at the Willoughby Arms was “missing”.

42          VILLAGE MATTERS

                a)           Playing field & equipment – Cllr Rapoz and Hales had looked at the points raised in the recent safety inspection and were going to lift, clean and relay the tiles which had been identified as loose.  They would also monitor the “worn” shackle on the swings.

                b)           Green – nothing to report

                c)            Allotments – Cllr Rapoz had visited the allotments and discussed with Cllr Hale the overgrown plots.  Clerk advised she had a waiting list again.

43          CORRESPONDENCE

                Clerk had circulated email from Local Government reorganisation offering on line meetings with Parish Councillors.

44          PARKING STATION ROAD

                Concerns were again raised at the state of parking on Station Road and Tavern Way, with various vehicles seemingly untaxed or MOT’d parked on the highway.  After speaking with a parish councillor, the Traffic Warden was seen to head for that area to look at parking problems.  Vehicles parked on Tavern Way were too close to the junction, in contravention of the Highway Code.  It was noted a car transporter was now parked on the bridleway.  The Clerk confirmed having discussed the problem with Platform Housing, who had raised a case to investigate.  It was agreed to continue to monitor the situation, to continue to liaise with Platform Housing and then, if no resolution found, to consider what other action the Parish Council could take.

45          SPEED DEVICE

                Cllr Banham agreed to take on the speed device, and look to where it could be placed on Station Road.  Clerk to send him details of the agreement with Welton le Marsh and the Welton le Marsh contact.

46          PLANNING

                There were no planning applications or decisions.

                It was resolved that the Parish Council formally object to the 2nd pylon consultation.

47          ANY OTHER MATTERS/ITEMS NEXT AGENDA

                Stop sign leaning in Sloothby – clerk to report via Fix My Street.

                Hedge cutting Village Green – Cllr Hales tends to liaise with contractor to cut at the appropriate time.

                To look at provision of a padlock for the gates to small area of land adjacent village green to prevent further instances of fly tipping.

                Next agenda: Parking Station Road/Tavern Way and Bridleway.

48          NEXT MEETING

                This was scheduled for 17th September 2025.

49          CLOSED SESSION

                The Council then resolved to move into Closed Session to discuss the following matter
