WILLOUGHBY DISTRICT PARISH COUNCIL

MINUTES OF THE ORDINARY COUNCIL MEETING

HELD 18TH JUNE 2026

 

Present:  Cllrs Eyre;  Mulhearn, Hale, Jenkinson and White

The question of the missing bin on Station Road was again raised, Clerk to chase ELDC.

 

17.        APOLOGIES

                Apologies and valid reasons for absence were received from Cllrs Cooper, Rapoz, Fairfield and Banham and these were accepted.

18          DECLARATIONS OF INTEREST

                There were none

19          MINUTES OF THE MEETING HELD 21ST MAY 2026

                It was resolved that the Chairman sign these as a correct record.

20          UPDATE FROM THOSE MINUTES

                Traffic warden had been contacted and had attended recently.

21          UPDATES ELDC/LCC

                There was no LCC representative.

                Cllr Eyre (ELDC) had nothing to report

22          DEFIBRILLATORS IN VILLAGE

                It was noted that the defibrillator outside the school was no longer operating, the one at the Willoughby Arms was also no longer operating and the one in Sloothby telephone box was also no longer operating.

                After much discussion it was resolved that the Council look to a managed solution for the one in Sloothby, at a cost of £1 per day on contract; and that the Council with assistance from monies already pledged from a local builders merchant of £500, look to purchase a defibrillator at the Willoughby Arms.  Cllr Mulhearn would liaise with the owners at Willoughby Arms regarding the suitability of the existing cabinet there. 

                Clerk to contact firm offering managed solution to assess if the existing cabinet in Sloothby phone box would be suitable and arrange.

                Cllr Mulhearn to contact Willoughby Arms to arrange transfer of existing funds and Clerk to look at purchasing outright suitable defibrillator for that location.

23          FINANCIAL

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE (June)                                                                  £186.58

                R. Aldrich (grass cutting)                                                                        £489.41

                Clerk to contact grass cutter to ensure green cut for school and village fete, and to ensure playing fields cut.

24          VILLAGE MATTERS

                Playing Fields – Cllrs Hale & Rapoz and lifted and re-fitted the mats under some equipment and were replacing some worn shackles.

                Village Green – to ensure cut for the school day and the fete

                Allotments – nothing to report.

25          CORRESPONDENCE

                Letter received from Willoughby History Group updating Council on the new information board facing the Village Green which also commemorates the work done by Ted and Mary Smith.  The Group also updated on the John Smith collection in the village hall, hoping to carry out works to the cabinets and rearrange the collection.

                Letter received from Willoughby Events committee asking again if they could use the unused allotment plots for events including the bonfire / fireworks.  The Council felt that this would still be too close to nearby properties and that the land is designated as allotment land.  It was therefore resolved that the Council declined permission.

26          EGL 5 PROJECT

                The Clerk handed out maps showing the route of EGL5, EGL 3 & 4 and the pylon route for information.  Some members had attended the Councillor briefing session at the Corn Exchange and were not impressed with the way the meeting had been handled.

27          PLANNING

                Application received The Paddocks, Sloothby.  Erection of shed for the storage of domestic garden furniture, washing machine and tumble drier.  This was an amendment to the earlier application for the erection of a shed for a golf simulator.  Members felt that the shed was too high for domestic storage, there was no drainage noted for appliances and therefore resolved to send these comments.

                Ex Radar Station, Claxby.  Letter from Enforcement Department, not expendient to take enforcement action against the removal of the hedge.  Members wish to express dissatisfaction in this decision as the hedge was a native hedge removed during bird nesting season and replaced with non native species.
