WILLOUGHBY PARISH COUNCIL

MINUTES OF THE ANNUAL PARISH MEETING

HELD 14TH MAY 2026

Present:  Cllr Eyre (Chairman); Cllrs Cooper, Mulhearn, Fairfield, Hale, White, Ropaz and Banham (as members of the public) and 5 members of the public.

1.           WELCOME

                The Chairman welcomed all to the meeting, and introduced Cllr Brooks from Lincolnshire County Council.

2.           MINUTES OF THE MEETING HELD 24TH APRIL 2025

                It was agreed that the Chairman sign these as a correct record.

3.           UPDATE FROM THE CHAIRMAN ON PARISH COUNCIL MATTERS

                The Chairman updated on parish council business over the past year. Cllr Eyre re-elected Chairman in May 2025, and Cllr Hale Vice Chairman.  Co-opted Cllrs Cooper and welcomed Cllr Banham to the Parish Council.  Attempts to have the pillbox listed failed at the time.  Various concerns had been raised regarding parking on Station Road and potential business use which had been reported to and deal with by the appropriate authorities.  The Council supported the school in its requests to Highways for additional safety warning signs and fence, and supported the Events Committee using the village green for the fete and a member of that committee came to a meeting to listen to and respond to concerns regarding the bonfire and fireworks event.  Bulbs planted have started to come through.    Negotiations with LCC resulted in a grit bin being installed in Sloothby.  Various planning applications have been received and responded to and the Council is still a consultee in the pylons and other electricity projects.

                A brief update on finances was given, accounts are with the internal auditors.

4.           QUESTIONS ON PARISH COUNCIL MATTERS

                Question relating to the proposal in April 2025 to have the footpath extended around the green was raised, it was pointed out that LCC Highways had responded initially in favour but now did not have the resources.  Clerk to send information to cllr Brooks.

5.           CLLR BROOKS – RECYCLING & “FOOD CADDIES”

                Cllr Brooks then gave an update on the proposal to provide “caddies” for kitchen waste, a small bin for the kitchen to be emptied into larger outside bin for emptying weekly.  Should be rolled out in East Lindsey in October, delay due to the need to have updated refuse wagons to cope with the extra tipping space.  He had visited a large anaerobic digester plant to see how it was dealt with.  3 councils at present operating system and dealing with 240 tonnes of food waste per week.    Used to make methane gas and fertiliser.

                Possibility for plastic bottles to be returned for 20p bottle to large supermarkets, not until 2027.  Businesses currently have to have separate food waste collections at a cost.

                He also advised that the Council had gone to Judicial Review over the giant solar farm in Lincolnshire, and that they were trialling a “wood exchange” system similar to the paint exchange.

6.           QUESTIONS

                Question on what could be put in the food waste caddies – all food waste, bones, fish, dairy, tea bags, coffee, rice, vegetable and pet food waste (not packaging).

                Question on whether obligatory – all households would be issued with the caddies.

 

There being no further questions or business the Chairman thanked Cllr Brooks and all for attending and close the meeting at 8:10pm
