MINUTES OF THE MEETING HELD

17TH DECEMBER 2020

Present: Cllrs Eyre (Chairman); White; Talbot-Jones; Pridgeon; Fairfield; Aston; Havell

All councillors and the Clerk observed social distancing, Masks were worn where appropriate and hand sanitisers used.  Tables, chairs and door handles were wiped down immediately following the meeting.

 

36           APOLOGIES

                Apologies and valid reason for absence were received and agreed from Cllr Hales

37           DECLARATIONS OF INTEREST

                There were none.

 

38           NOTES OF THE MEETING HELD 15TH OCTOBER 2020

                It was resolved that the Chairman sign the minutes of the meeting held 15th October 2020 as a correct record of that meeting.

 

39           UPDATE

                Chickens on allotment – the clerk had written to the tenant but received no response.  However, members had observed that the birds had been relocated. 

                Dangerous structure – the Clerk had written o the tenant but received no response.  However members had observed that one of the structures had been removed.

                The situation will be monitored.

                Defibrillator, Sloothby  Cllr Havell was pleased to announce that the defibrillator, installed through Community Heartbeat team, was in situ in the telephone box at Sloothby.  Members congratulated him and Cllr Fairfield for their work, and also the residents who had contributed towards the cost.

40           FINANCE

                a)  Accounts for payment:

                It was resolved that the following accounts be paid by BACS:

                                Clerks Salary & PAYE (November/December)                                       £306.32

                                Welton Garden Services (October)                                                           £240.00

                                Welton Garden Services (November & allotment trees)                  £948.00

                b)  Budget/Precept

                Members had received the draft budget from the Clerk with their agenda, the amount for the playing fields had been increased to £500, and the Clerks salary increased by 2%.  However with other area savings it was resolved that the precept request remain static at £7300.

                c)  Allotment Fence – two quotes had been received

                Quote A (verbal to be confirmed by e mail) - £250.00

                Quote B - £315.00

                After discussion it was resolved to accept Quote A.

41           CORRESPONDENCE        

                There was none

42           PLANNING

                a) There were no new applications at the time of the meeting

                b)            Application 1357/20 – Detached House adj Roma Cottage.  Conditionally approved (to be in accordance with approved plans; external materials to be approved;        landscaping to be approved; foul/surface water disposal to be approved; access to be approved; to be in accordance with Building Regulations relating to water consumption)

                                Application 1660/20 – change use building to 4 dwellings – The Sidings.  Conditionally approved (to be in accordance with approved plans; external materials to be approved; landscaping to be approved; some features to be retained; land contaminations measures to be undertaken).

43           ANY OTHER MATTERS

                Cllr Fairfield had been approached regarding concerns about school traffic parking on the village green and causing damage along with parking along Station Road.  This is an ongoing problem and the School had tried to resolve it with little success.  To be an agenda item for further discussion.
